It emphasizes the need for a 'data logic' approach, which involves organizing existing data to provide clear, early directions for action. By prioritizing lag data, lead indicator data, context and conditions data, experience data, improvement data, and impact data, the system can adapt in real-time, advocate for needed resources, and target investments effectively. The challenge is not the lack of data but the timely and purposeful use of it.
